2017 FIRST CONGRESSIONAL DISTRICT

CALL TO CONVENTION

1.     Call.   Pursuant to the authority provided by the Virginia Democratic Party Plan, the First Congressional District Democratic Committee (“District Committee”) hereby calls a CONVENTION to be held at 11:00 am, May 13, 2017, at the Walker-Grant Middle School, 1 Learning Lane, Fredericksburg, VA 22401.

2.     Incorporated Documents.  All appropriate provisions of the Virginia Democratic Party Plan (“State Party Plan”) are incorporated into this Call by reference and made a part hereof.

3.     Purposes.  The purposes of the Convention shall be:

a.     To elect twenty Democratic State Central Committee members;

b.     To consider resolutions; and

c.     To conduct such other business as may properly come before the body.

4.     Selection of District Convention Delegates and Alternates. Delegates and alternates to the First District Convention shall be elected by city or county caucuses to be conducted at noon, April 22, 2017 or 7:30 pm, April 20, 2017, at the option of the local committee. The caucuses shall be assembled or unassembled. Each county and city committee shall provide the First District Committee (chair@va1stcddems.org) their Call to Caucus on or before March 27, 2017.

5.     Allocation of District Convention Delegates and Alternates. For the purpose of this Convention, delegates and alternates shall be elected and allocated in accordance with formula “C” of the DPVA Party Plan as follows:

6.     Rules of District Convention Delegate Selection

a.     Participation and Outreach.  Participation in First District Democratic process to select representatives to the Virginia Democratic Central Committee is open to all registered voter living in the First Congressional District who wish to participate as Democrats.  All meetings shall be open to all members of the Democratic Party regardless of race, sex, age, color, creed, national origin, religion, ethnic identity, sexual orientation, economic status, or disability, and all meetings should be publicized fully in accordance with the DPVA Party Plan (“Party Plan”). Each city and county committee shall comply with the Affirmative Action provisions of the Party Plan.

b.     Pre-Filing. District Convention Delegates/Alternates. Any Democrat wishing to be a delegate or alternate to the First District Convention shall file a certificate of candidacy with the Chair of the local city or county Democratic committee, or a designated representative, by 5:00 pm, Monday, April 17, 2017 (if caucus is 4/22/17); and, by 5:00 pm, Thursday, April 13, 2017 (if caucus is 4/20/17). Only those delegate/alternate candidates who have filed by the deadline will appear on the ballots at the caucuses. Each County and City Committee shall provide notice of the filing deadline and of the date, time and place of the caucus at least seven days but not more than two weeks prior to the caucus.

c.     Declaration.  All persons participating in the Convention shall sign a Declaration form which includes an affirmation that the person is a resident of, and registered to vote in, the Congressional District; does not intend to support any candidate who is opposed to the Democratic nominee in the next ensuing general election; is a Democrat; is not a member of any other political party; and has not participated and will not participate in the nominating process of any other political party for the 2017 general election.

d.     Certification of District Delegates and Alternates. Within five days, after each local caucus, but in all events no later than midnight, April 27, 2017 each county and city Democratic Committee Chair shall provide the Chair of the First District Democratic Committee (chair@va1stcddems.org), in an Excel format specified by the First CD Chair, a list of delegates and alternates, including the name, address, telephone, and e-mail address (if available).

If a delegate is unable to undertake or continue in his or her duties as delegate, he or she shall select an alternate to succeed to delegate status or may designate the First CD Chair to select the alternate; failing either, the delegation may select the alternate. Whenever the number of alternates is less than the allowable number, the delegation may elect alternates to fill the vacant positions from persons within the congressional district.

Election of delegates and alternates under this section may occur after reasonable notice to the delegation, if a quorum of forty percent (40%) assembles for the election.

Any vacancy occurring in the delegation after the caucus shall be filled by the delegation. Such action may be done prior to the district convention at a scheduled and publicized meeting. Alternatively, it may be done by a majority of the delegation at the district convention. Alternates should first be moved to the position of delegate and additional alternates elected. The newly elected alternates should be of the same gender as the delegates they replace.

Any locality which fails to elect, or fails to have present on the day of the Convention, a sufficient number of delegates and alternates to complete their allotted delegation, may complete its delegate allocation by recruiting an unseated alternate of another locality within the district. The Credentials Committee will maintain, on the day of the Convention, a roster of the unseated alternates present, listed by locality.

Filing Fee. A voluntary administrative filing fee of $30.00 ($20 to the First Congressional District Democratic Committee and $10.00 to the local committee) shall be charged to those wishing to be file as a delegate or alternate. Local committees shall collect the entire voluntary filing fee. Each local committee shall make payable to the First Congressional District Democratic Committee its’ portion of the voluntary administrative fee by April 29, 2016; and mail it to PO BOX 5831, Fredericksburg, VA 22403.

e.     Rules and Notice. Each county and city Democratic committee within the First Congressional District shall establish rules for its caucuses in conformity with this Call, and the State Party Plan.  

7.     District Convention Rules and Committees. The First District Democratic Convention shall be governed by the rules developed by the temporary Rules Committee and rules developed by the permanent rules committee and adopted by the Convention, in conformity with this Call and the State Party Plan.

The First District Democratic Committee shall appoint the members of the temporary Committees on Credentials, Rules and Resolutions. Each Committee shall be composed of a Chair, who is a member of the First Congressional District Committee, and 20 members, apportioned one from each local committee in the First Congressional District.

On or before April 22, 2017, the chair of each local committee shall appoint a person to serve on each of these committees, and provide the name, address, telephone number, and email address of those persons to Marc K. Broklawski, Chair, at chair@va1stcddems.org, with a copy to the chairs of those committees as follows:

The District Convention shall elect Permanent Committees on Credentials, Rules and Resolutions. Each committee shall be composed of a chair, who is a member of the First Congressional District Committee, and 20 members. The membership of the Permanent Committees shall be apportioned in the same manner as the temporary committees.

8.     Election of Members of the State Central Committee.

a.     Election.  Jurisdiction delegates, as indicated below, shall elect twenty members of the Virginia Democratic State Central Committee at the First Congressional District Democratic Committee Convention as follows:

b.     Prefiling. Any Democrat wishing to be a member of the Virginia Democratic State Central Committee, from the First Congressional District, shall file a certificate of candidacy with the First Congressional District Democratic Chair by 5 pm, April 13, 2017. Only those delegate/alternate candidates who have filed by the deadline will appear on the ballots at the Convention. No nominations will be accepted from the floor.

c.     Slates.   No slates of candidates shall be permitted.

d.     Voting. In the event that any locality/region has precisely the number of candidates prefiled, which they were allocated, no ballot will be necessary and those who prefiled will be considered elected to the State Central Committee representing the First Congressional District Committee. In the event that a ballot is necessary, there will be single ballot for all jurisdictional delegates based on the region/locality breakdown. Any region/locality that has the precise number or less than the number of candidates prefiled will not be included on the ballot – in this case, those who successfully prefiled will be considered elected to the State Central Committee representing the First Congressional District Committee. In the case that a region/locality had less than the number of candidates allocated prefile, these slots will become at-Large and be elected by the reorganized First Congressional District Democratic Committee.

e.     Cancellation of Convention/Caucuses. In the event that all localities/region’s have precisely the number or less than the number of candidates prefiled, which they were allocated, the First District Convention and all local caucuses will be cancelled; and, those who prefiled will be considered elected to the State Central Committee representing the First Congressional District Committee. In such a case, all localities will be notified by e-mail and/or via http://www.va1stcddems.org that the Convention is cancelled by April 17, 2017. If less than 20 candidates prefiled, those additional members will be elected at-Large by the reorganized First Congressional District Democratic Committee.

9.     Resolutions.  For a resolution to be considered at the District Convention it must be received by the First Congressional District Democratic Chair and the Chair, Resolutions Committee, by April 28, 2017, 5:00 pm. The proposed resolution shall be submitted electronically to Marc K. Broklawski (chair@va1stcddems.org) and Janet Young  (janet.young@verizon.net). All resolutions adopted by the District Convention shall be forwarded promptly to the Virginia Democratic Party Resolutions Committee for consideration. If the caucus is cancelled, the resolutions will be considered by the First Congressional District Democratic Committee at their next general business meeting. 

10.   Filing Locations. Unless otherwise specified herein, all papers to be filed with the Chair of the First District Democratic Committee shall be filed electronically at chair@va1stcddems.org or via mail at First Congressional District Democratic Committee, PO BOX 5831, Fredericksburg, VA 22403. If filing anything by mail, it must be received by the deadline – no postmarks. All forms that required a signature must contain a valid handwritten signature.
